The North German Post District was set up in Article 48 of the Constitution of the North German Confederation as a unified state transport authority for the post and telegraph system. The Postal Act, the Post Tax Act, the Regulations on the Tax Act and other administrative laws of the North German Confederation came into force on January 1, 1868.
